Air quality analysis and Air pollution control action for Kao-Ping and Chu-Miao air basin areas

In 2008, the PSI>100 from nationwide monitoring stations is 2.87%,
which is 0.81% lower than the 3.67% in 2007. Kao Ping air basin areas had
the highest 31% improvement rate. The PSI>100 went down from 8.56% to
5.94% between 2007 and 2008.
According to the analysis from Photochemical Assessment Monitoring
Stations, the mobile source makes a major portion of ozone precursor matter
in the middle areas. Among those major poor ozone events in Yun Chia Nan
areas in May, 2007, Mailiao industrial area should be one of the pollution
sources. The industrial and mobile sources cannot be overlooked, for
emissions of ethylene, propylene, xylene and toluene from Siaogang
monitoring station cause a high density of poor air quality during the fall and
winter in Kao Ping air basin areas.
To finalize ‘The Annual Assessment Report of the Air Pollution Control in
Taiwan for 2007’, a conference was held on April 23, 2009. More explanations
were added to the report, including major pollution events, worldwide air
quality information and changes of domestic environmental loading. This plan
of reducing pollution has accomplished the following results.
Analyze the concentration of PM10 and PM2.5 daily average, the average
of O3 per hour and the PSI>200 average every 8 hours for the past years.
Draft the ‘Act of Deteriorated Air Quality Emergency Control’.
Assist the Department of Air Quality Protection and Noise Control of EPA
to update the PSI>100 alarm procedure of air quality in the air basin areas.
Three operation team meetings were held in the county/city. Two
operation conferences and four theme conferences were held. Four local
conferences and two SIP air quality conferences were held for interchanging
information.
This plan supervised the improvement in the pollution sources in Kao
Kao Ping county/city, including construction sites, open burning of agricultural
waste, granular material sites, spreading dust from exposed rivers, spreading
dust from the bulk dock in Kaohsiung Harbor. It assisted both land and air
‘Eagle Inspection’ for 14 times. It also helped the cross county/city roadside
inspections of diesel vehicles in Kao Ping air basin areas.
This plan reviewed domestic and foreign control experiences and
processes, and then estimated the nationwide VOCs emission in each air
basin area. Therefore, both general consumer goods (coating is included) and
VOCs emission from pesticide can be aimed together in order to make future
domestic control strategies and emphasis.
Air quality target and emission target in each air basin area in 2011, 2016
and 2021 have been made. This plan has collected the unit cost from
stationary sources, area sources and mobile sources in order to make different
situation control measures. Therefore, both present and future efficient control
strategies can be made. This plan has amended the website of the
Department of Air Quality Protection and Noise Control of EPA and completed
the survey of user’s satisfaction.
This plan provides 16 environmental influence evaluations and 20
reviewing opinions. It helps the ‘Model Supporting Center’ take over the
investigation and maintain it in the future.
